As director of water resources from 1981–1999, Michael Jess served four Nebraska governors. He recently retired from the University of Nebraska-Lincoln, where he held appointments with the Conservation and Survey Division and the Water Center. As a registered professional engineer, he remains active in the water resources field. Jess is a member of the Sierra Club and is a board member of the Nebraska State Irrigation Association.
