Carolyn Kousky, a graduate of John Burroughs School in St. Louis County, just completed work on her Ph.D. degree in public policy at Harvard University, where her focus was natural disaster policy. In September 2008, she became a fellow at Resources for the Future, a nonprofit, nonpartisan research institute in Washington, D.C. This article originally appeared in the St. Louis Post-Dispatch.
